Waiting for Russia

They meet. They talk. They draft documents. Two documents. Perhaps three. The documents say things. Specific things. Very concrete things, they say. But what things? They cannot say. The things remain unsaid.

Belgium waits. Belgium wants guarantees. A blank check, they say. For forever, they say. The others hesitate. Perhaps they will give the check. Perhaps not. 50:50, says Merz. Perhaps less. They will decide Thursday. Or perhaps not Thursday. Perhaps the weekend.

There are €210 billion. Most in Belgium. Some in France. Smaller amounts elsewhere. The billions wait. Frozen. Immobilized. But not seized. Not yet. Perhaps never. They want to use them. They cannot use them. Russia has filed suit. $230 billion they demand. The circle closes.

Eighteen countries have treaties. Bilateral treaties with Russia. They should rescind them. They do not rescind them. The treaties wait. Russia could use them. Will use them. Through investor-state mechanisms. The words pile up. Nothing …
