Good lab conditions

Last time I checked, Ukraine was functioning as a free R&D laboratory for western and European defense industries, which are capitalizing handsomely, while Ukrainian producers wait. The question of what Ukraine should exit this war with — industrially and geopolitically — remains unanswered at the state level.
There is always commercial real estate. A good laboratory, after all, need not be owned by the scientists working in it.
Ukraine has genuine battlefield adaptability but no industrial sovereignty, a state that cannot distinguish between defense procurement and asset distribution, and a leadership that has structural incentives to manage the appearance of war's end rather than its substance.
