On September 16, 1999, former Belarusian Deputy Prime Minister and ex-head of the Central Election Commission Viktor Gonchar and his friend, businessman Anatoly Krasovsky, disappeared in Minsk.

In May 1999, ex-head of the Belarusian Ministry of Internal Affairs Yuriy Zakharenko, disappeared. In the summer of 2000, ORT cameraman Dmitry Zavadsky disappeared.
