Ukraine does not have a “downward trajectory of positive tests” or a “downward trajectory of documented cases” of coronavirus over two weeks, while conducting robust contact tracing and “sentinel surveillance” testing of asymptomatic people in vulnerable populations, especially in western regions and among Roma communities.
But much of the country is reopening without meeting those guidelines, seeking to ease the pain as millions of working people and small-business owners are facing economic ruin while sheltering at home.
“…We have reached a quiet plateau, where we are recording new cases. Taking into account those who have recovered and died, cases are not increasing more than 10% daily. We are moving towards an optimistic forecast of the development of the epidemic in Ukraine, one where the increase in the number of patients does not exceed 30% daily. Under this scenario, our healthcare system will be able to cope with the load,” Ukraine’s Chief Sanitary Doctor Viktor Liashko said on April 30.
Recall what Liashko said on month earlier, on March 30, about testing.
“Why aren’t we conducting massive testing? Because it doesn’t make any sense, due to the ‘incubation period’ of the virus. To do so would not make economic or epidemiological sense,” Liashko said then.
Rather than testing the tens of thousands of Ukrainians returning from Europe, these people will be quarantined for observation, he said.
"The government decided yesterday to oblige all returning Ukrainians to undergo observation in places determined by the regional state administrations. The decision obliges all returning Ukrainians who came in contact with the virus to isolate themselves. If self-isolation cannot be ensured at home, these people will be sent for observation," Liashko said.
