Only domestic policy can mobilize: the approach, attitude to people, proper information work, and, above all, justice in the country.
Today, there are big problems starting with mobilization and ending with corruption in absolutely all areas. Without justice, a society where everyone works for the same goal is impossible. And without this, in turn, the struggle is impossible.
Z, meanwhile, sounds like a damaged vinyl record that plays the same segment over and over. He' is stuck in the groove between “an acceptable way out is impossible” and “a possible way out is unacceptable.” This is the same person who was told five months in advance that Russia would defintely invade and decided not to warn anyone.
